Children placed into foster care and adoption are some of the most vulnerable members of society, yet our current laws often do little to protect them. These children can suffer horrific abuse or neglect at the hands of the people who were supposed to care for them that in most cases could have been prevented. 

How does this happen? In some cases, the foster agency may contract out the work. A private agency will get paid for placing a child, so the profit-driven agency might not conduct a proper background check of a prospective foster family. The consequences can be grave if the prospective foster parents have a criminal record or a known history of abuse or neglect. Additionally, foster families can be injured due to social services agencies that neglect their duty to inform the parents of known behavioral or family history issues.
